It's literally lore-friendly to boot! Or possibly not supposed to be a character, but just cool picture. It could be just a Ranger, one not affiliated with the NCR at all too. That pouch or whatever is on top of the armor and is bound using leather straps. This would result in the pip-boy being unable to monitor the user's vitals and would effectively make it little more than decoration. It could be a data-pad, a case for a pack of cigarettes, or a notepad for that matter. But I'm afraid it's not a pip-boy. OH! That guy could be Captain Jack Harkness from Doctor Who and Torchwood! Take a reaaaaaally close look at that guy's arm band and then look at Jack's Vortex Manipulator Wristband. http://i53.tinypic.com/200sdiu.png Sure, Jack's has one strap, but those can be switched after so much time of wear and tear. XD A leather casing over the pip-boy WOULD look lovely, all the same. Something to go over the pip-boy, so long as it comes off when you bring it up.
