Head tracking durring combat?

I am playing oblivion with a custom race that is only .75 height. People look at him when they talk to him or pass by, but when they swing a weapon at him they look straight ahead, which is over his head. Is there a reason why head tracking isn't used during attack animations? Is there a way to add it to the animations?

No one has any ideas or info about how I could do this? It should be possible because there is head tracking while the enemy blocks but just not while they attack. Maybe I need to edit the oblivion.ini file, or possibly the attack animations? There has to be a way to do this.

 

Any suggestions would be welcome.
