Slow Motion and low Frame Rates

Anyone have an idea as to a game would all of a sudden go into slow motion? Frame rates are way down 5-10. But, when I jump while running speed goes to normal and frame rates go to about 30-40 until I land of course. I have even started a new game but it has the same problem. Any help would be greatly appreciated.
