Fonger
this game doesn't use light as an attack spellit uses light as a constant spell as in --- on armor, not on weapons so you need to try to make this in the construction set

RatcatcherOfKvatch
"Light" is definitely an attack; the fire-based staff with the Weakness to Fire effect also attaches a little bit of light. There is also a variety of arrow that lights up its target.Sigil Stones, though, have 1 and only 1 effect per item. (They have 2 and only 2 possible effects, one helpful for worn items and one harmful for weapons.) The universally acknowledged best harmful effect is the 25-point "absorb health", which totally dominates any other damage effect from any other source. The level 30 Shadowrend does 30 points (and tosses in some Weakness to Magic in the bargain), but Absorb Health heals you. As damage effects go there is none better. The champion of helpful effects is Detect Life 180'. There is nothing that even comes close to that, not in potion form, not in Daedric reward items, not in a DLC. 180 feet of Detect makes you practically omniscient. At that range you can run through dungeons confident that nothing is close enough to hear you, then when your detection lights up you can start sneaking. A good Detect Life benchmark I would put at 100 feet. Most decent Detect Life items are within +/- 20 of that. The Sigil version is almost double that. Even max quality potions of Detect Life don't come close. I should also mention the 25-point elemental shielding effects. If you like to impress your friends and have 100% spell effectiveness by wearing flax tunics or velvet petticoats into battle these babies are indispensable. Actually these items are just as noteworthy as the Detect Life effect; there are a tiny few items that yield slightly better shielding, but with the Sigil Stone you also get 25 points of protection from one of the elements. That's unbeatable. 3 of these on civilian clothes armors you for 75 points, just 10 away from the maximum 85. The Bladeturn Cowl will make up the rest (as will many other items or even a tiny amount of armor). For weapon effects you should experiment with the conventional Enchanting Altar / grand soul gem equipment. My favorite weapon right now includes the devastating "Drain Speed 100 2 seconds" effect, which you can add if you have access to a "Drain Attribute" effect of some sort (completing "Repairing the Orrery" is probably the easiest way to get it). Against a completely slowed mob you can sneak behind it and whack it for the sneak bonus -- and another 2 seconds of speed drain for another sneak attack. There are an awful lot of creatures you can hack to pieces in a very short time this way. So Sigil Stones have their place, but if you really want to get creative with your weaponry you need to use a conventional soul gem. Night-eye is surprisingly hard to get at low levels. Maybe at level 20 "Night Eye" on a Sigil Stone is a disappointment, but at level 4 it's pretty slick. I hope this helped.
