Being a military historian (in the making :blush: ) i've studied France's military history, and yeah, its not all that great. But (and here's a very big but) it also came close to controlling the whole of Europe and Asia, and the only reason it lost was because of the Spanish Peninsular War (up the British Army, hurrah :D ) and the constant alliances that the other European countries kept forming. And the World Wars question is simple: they kept the field until the war ended; so they did not lose. The person who wrote this article is obviously either someone with a really stupid sense of humour or a complete racist, and i don't think this kind of pointless rubbish should be kept up on here, unless you are trying in a strange way to provoke a debate, in which case this should be moved.
