How to create a file. Esp?

Hi. I recently downloaded a mod, with no esp, just the msehses and textures. The author of this mod, didn't create an esp, for his mod and instead says that we should create the esp. But I don't know how to create the esp with these certain meshes and textures. I mean, do I upload them somehow, like I upload the main file?

You need to use the construction set to 'make' the objects and place them in game.
