Resist Fire damage on an ability

I am creating some spells using activators from the CS, and I wished to add modifyable Fire Damage.

That is because I want one spell to be usefull on all levels and influenced by other factors.

This can be easily done with SetNthEffectItemMagnitude from OBSE, but there's a problem.

It'd be perfect if it takes the fire resistance in consideration. I'll give an example:

I cast the spell on a Dark Elf. It adds a Fire Damage Ability, and the effects scales with Destruction and Intelligence to 100 Fire Damage.

Dark Elves have 75% Resist Fire, so it should do 25 damage each second. Is this true?
