Nope, the editor ID for a cell is changed in the Cell View window that is already open when starting Creation Kit.

If it's not there: View Tab> Cell View Window

Haha got it now, Wow I was being really dumb. But it has been a while. Anyway thanx guys for all the help getting there Now.

Using your guide here I have managed to get a new settlement working for the most part, I can see it in the workshop menu in pipboy, settlers will turn up there when the radio beacon is active and I can create supply line only problems is when creating supply lines or sending settlers to new settlement they do not turn up there. The supply line is visible in pipboy also. Not sure what I have done wrong here. When selecting a settler for a supply they agree to do it but kinda just stand there and do not move after that.

I saw the mod earlier, you're out in the water on a barge.

I *want* to say the provisioners just can't figure out a viable route to dry land...but I'm not so sure.

At Water Downed, I've seen them walk right into the ocean and swim off to where they needed...but that was a while back already.

Everything is navmeshed and finalized, correct?

If you leave and go sleep somewhere, are they still there when you come back or have they moved?

Just for testing, might build a temporary bridge to rule out it being a setup problem.

Yeah thats me barge man haha, I might try the bridge idea as a test. And yes I have left and come back to find them still stood there. I tried Preston and regular settlers, When sending regular settlers the amount of settlers change to the correct number but still dont show up. Im gonna do some more testing.

supplines prolly have to do with routing, the original have there routes baked into the game, i made 1 time a bridge from that settlement island to the other side big enough to get a army over, and ques wat, he just walk into the water just next to the bridge and swim underwater to the other side, the brahim walk over the ocean floor to the other side(but get stuck 99% of the time)

i had the same thing you have 1 time he just stood there for ages, but i din't care the line worked fine strange enough

as for settlers sending to other places it can take some(long) time for them to show up depending where you sended them, keep in mind they only walk don't run and follow the roads mainly

also keep in mind its a beth game don't expect all work like intended

Yeah so I tried building the bridge across and that hasn't worked either everything is navmeshed and finalized even the new bridge, Same as before they just stand there and do not move any further. Have tried leaving the area/settlement and sleeping for 5 days but still they refuse to budge. Might be time to call it a day and be happy with what ive got. Just a shame cause I would like it to work like a real settlement.

keep in mind that the game don't support custom settlements(not realy), those added by beth prolly have the suply route also baked in to the game

i never test fully any of the settlements i make(don't have to, i only make them for fun and myself), but the beacon always works, and sending x to x or to x also worked always

so in the end you can say settlements works for 99% most of the time, and if you use a sup line and the settler don't move but the line works like intended why even bother to fix and or try to find a solution for it

i can check if my own bark island fail to with a supline, i know it failed 1 time with a location near sanct that small bunker

ok provisior just stand there in the island, the settler i sended to gorsky arived after 1-2 days, only the provider don't move, but the line show and works

lil note i made a barg island long before you did, its between fort and island settlement, i think around the some position you made yours

Well looks like I was panicking over nothing, I thought the supply line was not working at all but it turns out it does. Its just the provisioner that does not move I can cope with that no problem. Now to figure out why when sending settlers to new location they do not move haha.

Anyway you're right mods I make are first and foremost something that I want in my game cause I think it will be fun, I just like to try and make sure they are the best I can make them to avoid possible complaints/moans haha

Anyway thank you for taking the time to help me on these matters it is much appreciated.
