Port Pack Rat perk from New Vegas to Fallout 4

I really miss the pack rat perk from NV. Especially when playing survival because of ammo weight and having to bring water ever time you use a chem.

 

I'd love it if someone could bring it over and add it to the Strong back tree or as something I can add myself via console.

 

If you didn't play NV it's a perk that cuts the weight in half for all items that weigh less then 2.lbs

It is illegal, against the terms of the game End User License Agreement, against the Terms of Service of this site to port assets between games.

It's not so much an asset as an idea though, except maybe the UI art for the perk. There's also several mods for both Fallout 3 and New Vegas that port perks in whole or part between the games with the art assets that haven't been taken down despite being very well known. I think it's a bit strict to say this would be illegal.
