Which team is better?

It's the NCR for me. For all their flaws they are at least trying to rebuild what was lost.

The best faction in the game morally is Followers of the Apocalypse. The best faction over all is Mr. House and his robot/mafia army.

 

I like the legion over the NCR, sadly the legion were portrayed as evil when they could of been made a lot better.

Yea, representing them as a bunch of slavers and genocidal maniacs when it wasn't required or necessary ended up being pretty pathetic, since their ideals are actually somewhat compelling in stark contrast to the NCR.
