Fallout 4 FPS is wonky

So ever since I got fallout 4, no matter what settings I change or disable, I'm stuck at 38 fps exactly. Now, over day I boot up and all of a sudden, 75 fps. Smooth, no hangs. After a while, windows explorer crashed and consequently crashed the game. When I got the game running again, 38 fps. Now it hangs, the pip boy is laggy, I get anywhere from 10 to 38 fps. WHAT IS GOING ON?

EDIT: I fixed this by going into the game files (Documents, My games, Fallout4, Fallout4Prefs) find iPresetInterval=1 and change the 1 to a 0. This will unlock the game's framerate. But this also causes the game to speed up.(depending on how good your pc is, for me personally i get 120 fps when unlocked, and the game moves twice as fast) To fix this, download nvidia profile inspector(http://www.guru3d.com/files-details/nvidia-profile-inspector-download.html) When it is done, type fallout 4 in the profiles and go to Sync and refresh. Right below should be the frame rate limiter. I personally limit it to 60 fps, but limit it to whatever you see fit.

If this doesnt work then idk :)

 

 

 

 

I'm having the same problem. i tried changing the vsync settings and limiting my frames in nvidia inspector, but nothing has changed. I'm going to try going into the game files and I'll update.

My specs:

GPU: MSI GeForce GTX 970 4GB
CPU: Intel Core i5-6600k 3.5Ghz Quad-Core Processor
RAM: G.Skill.Ripjaws V Series 8GB (8x1)

Mobo: Gigabyte GA-Z170X-Gaming 3 ATX LGA1151

Ok, sorry for the late reply. I did just what you said and set the frame rate to 75 fps exactly. Now, when I'm indoors and in some particular outdoor settings, it runs at 75 fps. But outside of those areas, its all over the place. It used to stay steady at 38, so I have no idea what I did to screw it up

Ok, so I have sort of good news. I went bad into NVIDIA inspector and I found quite a few settings turned to "force on". I changed these to application controlled, and now I'm running anywhere from 35 to 81 (where I capped it). It's an improvement, but not quite there yet. I heard on another forum that it has something to do with me running the newest direct x and fallout 4 isn't compatible yet?
