Think about all the CoD players out there, it's the most popular game series and, soon MW3 will come out and I can tell you, Steam won't be off for a whole day within the next year. If you let's say move to Europe from America, and you lost your Skyrim DVD, you can easily just download it from Steam because the game is bound to your Steam account. Lets say I install (Grabbing a rendom game) Empire Total war on Computer 1 and activate it to my account when i log in on Computer 2 it wont have the game but! Normally with major releases on Steam it is 00:01 on the release day for each time zone, I cannot find any 'official' word on this though so thats just my opinion. It would seem very unlikely they will want every country unlocking the game at the same time so individual time zone releases are very likely. I don't doubt that when there is a definite time announced it will pop up on these forums so just keep checking.
