Removing the cap from S.P.E.C.I.A.L. stats

Hi, I'm currently playing as a Super-strong evil genius with 10 in Endurance and Intelligence and 9 in Strength (and with 1 in Luck and Charisma).

I noticed that if I consume a Brahmin Steak (+2 Strength with my current level of Survival/Medicine) my Strength doesn't go to 11 but stays 10. I dont' want to create an op character but I'm a fan of the Fallout1&2 system where the cap to SPECIALs could be surpassed by heavy armor buff or chems buffs. And my evil genius is planned to be a madmen who carries a lot of heavy weapons, so the strength cap worries me especially becaus of the non-increase of weight carry capacity.

but I'm worried that it could conflict with the FOOK-PN-WMX-WME-EVE convergence....

So. is there an easy way to manipulate the game files to remove this cap?

The ActorValue's can actually exceed 10, but the engine controls what effects they have and the display is capped. Any effects above 10 would have to be scripted and applied that way.

 

I haven't looked at that mod so I couldn't tell how well it works.
