How do i place NPCs in the game from the Creation Kit?

I'm trying to make a mod that places a few dozen generic gunner npcs inside the greenetech building and also a gunner boss on the greenetech building roof. I already finished the hunter hunted quest so it won't conflict with the quest.

 

I'm also trying to place some extra gunners inside the mass fusion tower plus 2 extra gunner guards in the mass fusion tower balcony.

 

Not trying to make any quest here. Just trying to add additional gunner enemies.

 

I loaded the Greenetech genetic building cell but the view is very bad, its like im staring down from the sky. How do i rotate or move during the cell scene? All i could do is zoom in and out.

Don't forget to load the cell from the 'Cell Window' first. You might have to do a little digging to find out which cell you are looking for (most of the outdoor cells probably have very generic labeling).

Well, I guess you have to also load the Fallout4.esm first as well... I miss all the important steps...

 

But yes, they have very generic names. Like the Mass Fusion Building is called Mass Fusion Building and Abernathy Farms is called Abernathy Farms and General Atmoic's Galleria is called General Atomic's Galleria. It is very hard.
