Slow Cell Loads and Max 20 FPS

System: I have a NVIDIA GeForce GT 740, ACPI x64-based PC, Windows 10, SATA disk drive, and AMD Phenom II X4 850 quad-core processor.

 

As a long-time Fallout and Skyrim modder, I am used to modding games, and had no problem "amping up" these games to get the best performance and quality from them (in Skyrim, I usually get 45-60 fps and no stutters or lag), but I have struggled with Fallout 4 since it came out.

 

Using the best performance mods, optimized textures, and fewest scripted mods, I have still gotten a max of 20 fps (usually more like 15 fps in intensive areas), frequent stutters and game lag that make me have to press input keys multiple times for the game to react (which sucks when trying to melee), and when moving from one cell to another - especially in outdoors - sometimes it takes several minutes for the objects to load (I'll stare at LODs for a long time or go to the kitchen and get a coffee and come back before the LODs are finally replaced by the true objects and the actors start appearing).

 

I had this problem with the base game, even before adding the usual 85 mods I run now, and it hasn't gotten worse but it hasn't improved much either.

 

For performance enhancements, I often use Texture Optimization Project, Fog Remover, Great fps boost, Insignificant Object Remover, Performance of the Gods, and custom .ini files along with Bilago's FO4 Configuration Tool. I use NMM to manage my mods. I also have to play in windowed 1600 x 900 mode because the game slows to a 9-12 fps crawl at my native 1920 x 1080.

 

Has anyone else had this problem with the game? I tried all the tricks others in other forums have suggested, such as disabling NVIDIA GeForce Experience and all other background processes while playing, but that didn't seem to help.

As a matter of fact I have. And I have it after the latest patch/DLC. When the game first came out I could play it fluently at medium settings, although I only use a Geforce 650ti. Now it's unplayable at the same settings. Battler of Bunker Hill degenerated to a slide show, even though I had no problems before the latest updates.

 

After intensive search on the internet, I now run it at my native 1440 to 900, windowed fullscreen. Disabled godrays and reduced shadow distance in the ini. It's playable again, but not as fluently as it was. I never checked my framerates, since I had no reason to, but I never had a slide show either.

 

Also I noticed that random CTDs got more frequently and in certain regions the screen just freezes for about 20 to 30 seconds. Such as in and around Concord. Loading times have also increased to such an extent that I can virtually fix me a coffee while waiting for the region to load.
