A simple timer/effect question and conditions

I'm working on a mod that does this.

 

Food is now a good way to restore health outta a fight. I did that.

Sanitizer is worth carrying - done.

A 30 second "stuffed with food" condition - can't do it.

Ok, so when you modify food in GECK, specifically effects, you can set a condition. I set a condition related to the sanitizer - less rads when you have it. Done that. Now I want an effect when you eat food - it sets a timer or something (like when you drink beer, it gives a time bonus to your strengh, etc.) But that time effect should work as a condition too. If the time effect = 0, then food health regenerate effect apply. When you eat a food, the timer sets to 30 seconds. If you eat the another food before the timer runs out, you wont get healing effects. I want to do that so you cannot stuff yourself with food to regenerate HP.
