Watery lines across screen when playing

Hello

Recently I've begun playing Fallout 4 again after being off of it for a few months. However, I've noticed upon starting a new game after a fresh installation that watery lines seem to appear when looking around any environment. I assumed this was screen tearing, but considered that this would be a practical impossibility as I have V-sync enabled. To clarify, I'm using a monitor that uses a VGA to DVI connection @ 1920x1080, with my GPU being the DVI end. I've never had this problem when playing Fallout 4 previously and have never encountered this issue in any other game, at least not to such an extreme degree. I would provide pictures, but the tearing ( I assume it would be called tearing, for lack of a better word) only appears physically on my monitor and not in any recorded video.

I'm running the game on an i5 3570 at 3.4Ghz and a GTX 960 with an allocated 10GB of my overall 16GB RAM. I cannot understand why this is happening with only Fallout 4 and could really use some help.

Thank You

I'm unable to capture the issue via any methods of recording as they simply don't show. I could record it externally via my phone or something but the monitor makes it look too poor quality for any real use. All I can do is describe them as large, screen-tear looking lines of watery distortion when scanning over the in-game world.

Print screen > open paint > ctrl+ V > file save > upload to imgur

if the lines don't show up with this method then it would seem to be a problem with the hardware and not one with the game.

No dice, I'm afraid. I must admit I'm very confused as I've not got this issue in any other game, making me think this could be the game or something gone bad with some display setting somewhere. I really have no clue. Heck, I didn't even have this issue a few months ago with FO4 on this same monitor.

It must be a problem with your display then. If you cannot screen capture it, then it is some kind of display issue with the game and your monitor. What is causing it however, I don't know. Sorry. Maybe the game doesn't like your VGA to DVA setup.

I seem to remember having just a problem like this with some random game or it could have been Skyrim but I could screen cap it so this might not work for you.

I don't recall what exactly I did but I think I uninstalled any codecs like CCCP combined community codex pack and I uninstalled any computer management programs and I think that fixed it.

Is it anything like this? The thread title caught my attention as it reminded me of something I had.

My weirdness is on the turret and Deacon. But I could screenshot mine. Plus, that was the first and only time that happened to me. Haven't seen it since.
