Vagrant0
Knowing Bethsoft, it's hard to say. It all depends on how rushed they were and how tight on resources. The numerous testing cells were left in Oblivion primarily because they were so pressed to both get the game to a finished state, as well as have it fit on the disc (they had to remove several quests and severely limit the amount of dialogue at the last minute). Shivering Isles was not as pressed, and only had one or two test cells left in. Fallout 3 was a little less pressed on both accounts, and has relatively few test cells or scripts in the end game. Essentially, the more time they've had to polish the game, the more likely they'll go back and remove test data, sometimes to the detriment to modders since these test things can often be useful for having pre-arranged clutter, script snippets, and proofs of concept for various AI stuffs. Having a room with all items and stuff... Even if there isn't a testing hall, there will certainly be mods galore to let you cheat.
