There's a difference between 30 and 60, but I really don't think it's as pronounced as people make out and I suspect they're looking for it a bit too much.The difference between 30 and 60 isn't worth the difference between top graphic settings (Especially in a game like Skyrim) and just okay ones. Yes ofc 60fps is a bit smoother than 30fps, and I`m saying a bit because in my opinion in the link you posted the difference is just as slight as I tought it was.
