They both unlock at the same time, I guess it's similar to the US where it's grouped up to (I believe Eastern time) 00:01 AM. So Oceania get it first in 3 1/2 hours. When I install Steam the default server they route me through usually isn't the best (closest) for my area. You can check which Steam server they have you on by going to the view menu, clicking on settings and then selecting the Downloads+Cloud tab.
