I'd say he plays at 1 920px × 1 080px with....windows 10 ?

Bingo.

There are some tweaks that you can do first in a control panel Nvidia driver control panel under global settings be sure to change the default from multi-monitor compatibility optimization to single monitor optimization unless you are actually running a multi-monitor set up.

Other change that needs to happen while you were in that same control panel and in the global settings is to change from adaptive power setting to prefer maximum performance.

That should get you some additional performance.

The next change is to go to step wiki and go through and install ENB boost precisely to their installation instructions also go through and look at their initialization tweaks that will improve your game performance and eliminate memory allocation issues.

Your have a mighty computer that can make skyrim work "fingers in the nose". No need to be a computer expert to see that some of your mods are lowering your FPS. The purpose of my first answers were to help you finding which mod (s) were involved, so it seems you've found a solution and it is called choice. You know now you can't have it all because you've reached the limits.

Now that been said, if you wan't to experiment things to gain "more juice", go ahead. Have fun and good luck with your game
