Unable to enable mods that previously worked

So my SSD died the other day so I reinstalled windows and such, other hard drives with fallout 4 and nexus all safe and working. Now I get to the problem, I add the correct lines to the .ini files and try enabling the mods that need the .ini modification and so they should work, but when I try to enable them nothing happens, but along all of my mods is a little yellow warning sign that says "Nexus File ID: Either this mod is not present on the Nexus or you need to use the 'Check for missing/outdated download ID's ' function to retrieve the correct ID'. I have used this twice already, restarted NMM, restarted my PC and it still doesn't work. I am able to disable mods, but cannot re-enable them.

Try opening your "plugins.txt" and placing an asterisk in front of each of the mods listed. I tried everything else, nothing worked, and then I tried this and ... presto...all my mods worked in previously saved games. BTW, I don't use NMM, I just manually place the mod files in their respective directories. As a side note, I no longer have to select "read only" in the properties menu for the "plugins.txt". The game no longer overwrites the file contents.

Ok if all fails one thing you can try is to go to the games data folder and delete all of the mods found there. Now when I say mods I mean any mod esp or esm but not the regular game files like FO4 or DCLs. Then go into steam and verify your game cache. If you accidentally did delete a file by mistake it should reinstall any missing files. Then go back into NMM, and remove all of your mods by going up into the tools menu and selecting "Uninstall all active mods". This will take awhile and when completed all of your mods will be uninstalled. However they will still be there so you can select whichever ones you want and reinstall them without the need to re-download them again. Again this is a something to try if all else fails and it will take awhile to do but sometimes whenever nothing else works it maybe your only option along with just reinstalling the whole game itself.
