I think just cutting out the bits where they go to war would suffice at the beginning. Making this easy to make is key to seeing it happen. Instead of blowing it up, you just tell everyone that you will, if they don't do what you say. The factions don't really have to be friends, it could be just a ceasefire. Basically, the 4 factions form a sort of alliance, where if any of the partners attack any other one, the 3 others will gang up on them. The institute agrees to stop synth production, stop synth reclamation, withdraw any active spies, and most importantly, not to share technology with anyone. The bomb remains on the reactor, with the other 3 factions having keys, which are all needed to ignite it. The Brotherhood agrees to keep their distance, as long as the "evil" technology is being kept away. They would like to get their hands on it, but that would turn the other 3 factions against them. They agree to leave the RR alone, as long as they don't interfere with them directly. They will still attack and kill any synth they find. The Railroad gets to keep the synths they already have and gets some more (Z1-14 and his rebels), and agrees not to interfere with the Institute, as long as they don't make any more synths. They couldn't convince the BoS to leave the synths alone completely, only to stay out of the RR's business explicitly. This is the least stable alliance here. The Minutemen agree on the condition that the Institute withdraws any spies from their settlements and, again, doesn't make any new. They are completely new NPCs who are chosen by their faction to represent them during the negotiations.Maybe the regular faction leaders can say 1-2 words from time to time (if there are any fitting lines), but mostly they just stand around and leave the talking to the speaksperson.
