first go to the NMM download page: http://www.nexusmods.com/borderlands2/mods/4/?

install the manager, and believe me you will want it... doing this stuff manually is doable but for the inexperienced can be compared to derailing a train with a car. doable but you'll have a mess to clean up afterwards.

next go to the respective mod page for your fallout game:

i will assume FO4: http://www.nexusmods.com/fallout4/?

find a mod you want and open the page (example mod: http://www.nexusmods.com/fallout4/mods/2228/? Number 1 mod right now so it makes sense to use for this)

read the ENTIRE description page then go to files tab and download Armorsmith Extended v3.02 and after that install it using NMM by double clicking the mod but make sure to follow any instructions the mod tells you.

beyond that im not sure as i dont mod FO4 currently but up to that point everything is the same for all Beth games after Oblivion. if you have more questions PM. if you have questions pertaining to anything else go here: https://forums.nexusmods.com/index.php?c=3485,3500

You'd do best getting help provided in the Fallout 4 mod sections which are in the link provided by qwertyzeldar.

It really depends on what you want in mods to know what to look for, especially with Fallout 4 right now. Starting with the popular ones that do basic things like UI fixes, game patches, etc are a safe bet to get the ball rolling.
