CTD near Cities Help please

I'm new here and don't know where to post this so here goes

 

I haven't been able to play skyrim in a year my game CTDS near cities

before I had the Brawl bug and not even the patch for that could fix it

so here is my load order

Edit the mod menu for Wearable Lanterns is broken

Edit I replaced UFO with IAFT as recommended but have had no changes still CTD near cities and freeze at Riverwood

Edit the cities that do't work are Riverwood Riften Whiterun and Windhelm every other hold and city is fine but these 4 cause crashes
