Lugh1000
As I recall, the devs stated that the reason they weren't going to do it is because it would be too complicated. Is this believable? Is this really something that can't be done given the game's limitations?
Mansh00ter
I am not sure what exactly is complicated in making a system where you can adjust stats of spells (which is what the old spell makers were), so I don't know what the devs were going on about. As for creating a spell making system, I'd first check out how the existing crafting systems are done, and see if something similar can be made. The main problem I see is that the existing crafting is recipe-based, and doesn't allow for stat input. But, maybe it could be done roughly with ingredients, for example to make a Big Fireball spell, you would have to use two Fireball spell tomes, or something like that. There would still be limits, of course, since you can't make brand new recipes.

Beriallord
Something like this needs to be done to make destruction spells a little bit better, compared to buffed/enchanted melee weapons they do completely crap for damage. 90 damage with the perk for incinerate is not enough. I would be satisfied for a mod that raises the spell damage a bit, and takes away the long animation for firestorm, blizzard, Lightning storm. The later is good for taking out dragons, but the first 2 are utterly useless.
