Is it possible to mod a spell that charges for big damage?

I mean, I know these are questions that might not mean much without the kit, but is that something we think is possible? Say that does like some base damage and +2 damage for every mana point, charging at like 10% of your mana pool a second?

I'd say it's 90% likely possible, but won't really know until the CS is out
