You say that it was some time ago that you played Fallout 4. Have you made these revisions for the latest updates?

1.) Go to C:\Users\username\Documents\My Games\Fallout4\Fallout4Custom.ini (if you don't have
it go ahead and create it) and add:

[Archive]
bInvalidateOlderFiles=1
sResourceDataDirsFinal=

2.) At the Start menu choose Mods and enable your mods at Bethesda.net.

3.) Go to your Documents\My Games\Fallout4 and locate plugins.txt. Open that and type a star (*) before each of your mods listed. Don't put one in front of Fallout.esm or any of the DLC's (all the Bethesda stuff).

See if any of that helps.

mods are all upto date and game is updated to 1.5. because of current download restrictions i cannot download update 1.54 or download the latest dlc

i placed a * before all the mods in the plugin.txt folder but there was no change

Did you go to Bethesda.net and enable you mods there? I was having similar problems as you until I read of this trick. It's something new that they started to make you use their services. The 'Start Menu' will be the third menu that you come to. Not the first one that says 'Play' and not the second one that says 'Play'. It should be the third one that comes up that says 'Start New Game', 'Continue', etc. One of the menu choices will be 'Mods'. Choose that to take you to Bethesda.net where you can activate the mods that you are using. I have not had any issues since doing that. See if that works.
