Has the requirements for obtaining the "Taking Independence" quest changed recently?

I remember in my first couple of Fallout 4 play's Preston would offer "Taking Independence" (To retake the Castle) after a few settlement quests.

 

I'm presently at 6 settlements (with settlers and production) besides Sanctuary and no word from Preston about the Castle.

It should be noted I haven't progressed very far on the main quest yet, perhaps they have changed offering the quest to "post Kellog"? Similar to how the BoS arrives? I'm at a loss to explain it.

i can confirm that taking independence is not dependent on that part of the story line ive had a number of games where ive only reached diamond city and have taken the castle its probably just a radiant ai that still needs somthing to trigger

on pc you can open console and type sqt any remaning things you need to do will show as prefaced by MinrecruitXX if you still have a settlement or as something else if their is a storyline for it

Thank you lichsmash, actually I had a minutemen quest flagged from Preston directly, and it turned out once i turned that one in the next thing he talked about was the castle, so I guess a little user error on my part. :(
