Just wondering if it would be possible in a future upgrade of SkyUI or SkyTweaks - or maybe even a new stand-alone utility mod that would save all MCM settings to save time with new player characters. I've lost count of how many times I've had to restart because of adding some new mod or overhauled game. Skytweak already saves its own settings, which helps a lot. It would be rather daunting for a single mod to have the foresight of what other mods are doing and save that information. What would need to happen is each mod author figure out how to use something like FISS to write the data to a file. There are a few mods that already do this but not every author wants to require yet another scripting utility. It might be possible for SkyUI, but I can see them stating that saving such data is the responsibility of the mod authors that use their MCM.
