And since I read who did the murders, I checked on him too and even found his journal, but no luck. Is the quest active for you? To trigger it, you have to view the crime scene in the graveyard (fitting...?) and then talk with the guard there. Then you have to get permission from the Steward inside the castle. I get the impression you can't own the house unless you become a Stormcloak but I could be wrong. But then again you have to solve the murder, too, I think. After the Jarl says you can own property, talk to the Steward (buy it, of course) and the bottom-most option for upgrading the house is "Clean up murder scene" or something along that line. And then the rest is "upgrade kitchen", "upgrade bedroom".... etc. The "death room" in the house becomes an enchanting/alchemy area. The only thing I noticed that was left behind was the small bookstand with all the fliers in it. Petty, so I left it alone. This quest has so many problems and doesn't work correctly for many people. You will have to wait for the patch or for the creation kit and a modder to fix it.
