Artificial enhancement of skills and their effect on leveling

I began a different thread yesterday but the topic changed and felt that it was appropriate to begin a new topic with the correct subject. Here was the original thread:

My main concern is that when I focus on one particular skill without adventuring or questing, it causes me to level up way to fast and create unbalance when facing mobs. I am trying to figure out what the best method would be to make sure that I take advantage of skillups for each level. Is there no way to turn experience off? I was hoping to use a mixture of trainers and adventuring to maximize my stats and skills before each level up. Has anyone found an effective way to do this? For example, my first toon I just played normal and adventured as most would and I played a destruction mage. Here was the thing though. I leveled well in destruction and minored in restoration but I really wanted to also have better stats in illusion. Problem is, I was playing destruction so I wasn't using illusion, thus no numbers there.

I have seen many posts about those who raise there sneak by going behind an NPC and going into sneak mode to raise their sneak level which in fact does work but it also raises your game level at the same time. So these guys are getting their 100 sneak but are then also at level 14 without having played the game! Is there an answer for this? Thanks.

Id say dont worry about it too much. I screwed myself almost on purpose in my 1st playthrough by leveling all 18 skills at once (used training sessions on skills i never used etc) instead of focusing on core strengths, and though things got a little hard in the 25-35 bracket because my skills were way too low for my level, I pulled through without too much problems. I powerleveled smithing to 100 and used dragonscale to keep me alive, and killed stuff with archery.

Those arent so bad, and though I have ground smithing / sneak myself I found I could still handle mobs well enough since they create advantages: better armor / weapons and the ability to stand 10ft in front of something sticking arrows into them while they still couldn't see me.
