Skyrim & Steam?

When I typically start a new playthru...I uninstall any & everything that pertains to Skyrim. When I re-install the game, Steam is still showing all the achievements I made in the previous playthru. Or is this just a mis-display of data on a page that really doesn't "update"? I ask because if I uninstalled the game due to corruption.....did Steam keep a copy of the corrupted files? & if so, didn't I in affect just download those same corrupted files? I'd like to know if I can install Skyrim & not have Steam b involved at all?

I don't think Steam achievements have anything to do with your game files, I think it's just a programmed ping to play once if certain actions are achieved and but not lost if and when you restart, refresh or reinstall (as some people work really hard for their achievements and still others cheat really hard for their achievements).

With enough Steam achievements, I think you can purchase a plastic decoder ring. In Skyrim, you can get achievements even if you use the TCL console command when you are stuck in some mesh vortex. Fallout, on the other hand, makes you forfeit your achievements and you cannot obtain the decoder ring. Those Fallout guys must be very rigid in their outlook on gaming what with depriving users of decoder rings simply for getting unstuck.
