Annoying shadow glitch (Not flickering)

On a lot of rocks and walls in Skyrim there is a weird jail-suit-esque effect going on during certain times of day depending on the placement of the wall or rock.

 

In some cases I don't notice it, but sometimes I will walk up to a rock or wall and these banded shadows start to peel away... it is also around 30 feet in front of me, so it is pretty easy to notice. I can also see it happening to just about every shadow or shaded object that isn't glitching out like the rocks and walls.

 

I have tried nearly every .ini tweak and mod that is supposed to help this, or help something else and hoping it would help this, as well as every graphics setting, short of turning off shadows.

 

I'm running a HD6870 on 11.10 drivers, if anyone knows of any issues with this card, ATI cards in general, or other driver issues, I would be greatly appreciative if you could help me fix the problem.

Im having the same, on hd 4750 though. I see stripes and flickering shadow meshes over the rocks and I also get shadows as stripes over the body of my character when in my home, too.

Also tried everything and updated the drivers etc.

Its a game problem. Hopefully the patch will fix shadow issues.

The blocky jittery shadows? Try these settings, it improved them a great deal on my system

Yes, I have tried those, and no, it isn't the jittery shadows... this is different. Imagine a rock having a zebra pattern for a shadow that goes light-dark-light-dark-light-dark, and only goes away when you are like 20 feet in front of it, and sometimes not at all.
