You can make any area look amazing with the proper mods.....and a lot of work obviously. If youre looking to build stay north and look around lakes and ponds etc... Or you can install several mods/settlements that have been made very pretty and are ready for building. here are a few... http://www.nexusmods.com/fallout4/mods/14818/? http://www.nexusmods.com/fallout4/mods/14919/? also note i use mods like four seasons etc and make them look a lot better if youre into nature like me. and a good mod to use is Conquest that allows you to build a settlement anywhere ( except inside a vanilla settlements borders ) and it will be like any vanilla settlement.

The "rebuilt" mod for it makes it look very nice especially if you add a few more trees and don't overdo it with extra buildings. "Rebuilt Spectacle Island" restores the main building as a 3 storey hotel which looks very attractive.

With Boston Airport, Nordhagen Beach and the top level of the overpass at Graygarden would be close runners-up. Coastal Cottage, Croup Manor, and Kingsport Lighthouse also offer reasonable area's. If you use one of the "Scrap" mods (very carefully) you can clean up many area's nicely. Inland you have the above mentioned Sunshine Tidings, or Egret Tours Marina if you want a bit of water. And Abernathy Farm has a massive open plain for a build area, that can look quite good with mods. And of course Sanctuary Hills, can be made to look lovely with the right "rebuild" mods. I use Scrap Everything, with "A Little Bit of Green" plus the "Rebuild - Modular Sanctuary pre-war and post-war build set" to make SH look pretty darn nice.
