It's pretty clear Ulfric will either be an average or outright bad king. He's immensely jealous of his power, ambitious only insofar as it furthers his own immediate interest, openly racist and uncaring of the poorer non-Nord populations, has a long history of preferring violence over diplomatic solutions and generally displays a lack of compassion and complex thought.

I went with the Stormcloaks on my first play-through, so I speak based on the personal experience of listening to the man's insufferable monologues for most of the game.

Who tried killing you in the begining

This is exactly the dilemma. I guess how you play partially depends on whether you hold a grudge.

It's pretty much a given that both sides are doing bad things in the war. The real question is, who will do better things if they win.

I got a somewhat off-topic question. If I join the Imperial Legion and then enter a town controlled by the Stormcloaks (Windhelm for example), would I be attacked by the guards? Would the citizens refuse to speak to me? Same question for if I join the Stormcloaks and enter a town controlled by the Imperial Legion (Solitude for example).

The game plays pretty much the same no matter which side you join (outside of the quest, there are a few cosmetic differences and very minor conversation differences, but that's it). If you run across an enemy faction in the wilderness, they may attack, but the cities are open and neutral no matter which side you choose.

- My imperial crusader, Balian, Baron of Ibilen, is neutral, bit that is because he doesn't care for politics, he only cares about the people.

-My Nord dual-wielder Wulfgar went stormcloack because he is a nord sees the empire as no longer effective, and belives in the freedom of the poeple of the empire.

- My female dunmer assassin, Danerys Nightstalker is going to go imperial, cause a weak and ineffective empire crushing rebellions, and trying to appease the Thalmor, will turn a blind eye to assassinations and burglaries.

- My female Breton mage, Rachel the Mystic, is neutral becasue all see cares about is becoming more powerful, and she sees absorbing dragon souls as a means to to that.
