[Achievement] Problem with "Master Criminal"

So, today I'm trying to get my last achievement on the pc version, which happens to be master criminal.

But it won't work.

I even killed 3 people in each of the 9 main cities to be safe, and always watched if the 1000 bounty message appeared, which it did.

So, I went to do a little research and only found discussion about the xbox360 achievement.

Apparently, on the xbox version, you can see your bounty for each individual hold in your crime statistics.

I only have "total bounty" (30000) and "highest bounty" (4000) on the pc version, totals for all cities combined.

But the game still tracks them, so the achievement should trigger, what am I doing wrong?

My version has the holds statistics so look a bit harder and check you've got the bounties. Perhaps you've missed one of the smaller holds like Dawnstar, Winterhold, Marthal or Falkreath. Also, make sure not to kill all the witnesses to your crime as this removes all your bounty and could be the problem. Edited November 24, 2011 by Dambuster

I definately have the bounties in all 9 holds since I double checked by going back there and they all wanted me to pay it off.

And I can't miss a hold by going through them in less than 10 minutes systematically.

 

 

Double checking results what they want me to pay:

Markarth: 2005

Solitude: 2000

Morthal: 1040

Farkreath: 3045

Whiterun: 3000

Dawnstar: 1000

Rift: 1055

Windhelm: 2000

Winterhold: 1045

 

 

Even looked at the translation strings why the numbers don't show up in my statistics, but nothing seems wrong here, too, and it confirms they should exist:

(but it should work either way, they're just text, the achievement should trigger when the variables match)
