Questions about progression

Hello Everyone,

 

Now that Bethesda has finally made most npc's not level with you (I hated fighting a bandit with better armor than I had at level 30 lol)

 

This while awesome, also sort of gets me confused on how I should progress through the game. Are there certain areas (towns, coordinates etc) where enemies get tougher or is it more random than that? Is there a guide where it recommends what level you should be before progressing into the quest line?

 

Ill just give an example.

 

 

When you help the old woman and her son in whiterun everything right before you go wither her son is easy but the following steps feel way out of my league lol

 

 

I just need an idea on how to progress through the game without getting pwned every time I turn around :P
