FPS is inconsistent when playing Skyrim. Any solutions available?

Hello guys. I have a GTX 970 with a 4690k (Not OC'ed). I'm running Skyrim using Mod Organizer and I currently have these mods installed.

I'm also using the Grim & Somber ENB mod. When I'm indoors, my FPS drops all the way to 25-30 FPS. When I'm outdoors, it will fluctuate between 30-60+. Sometimes depending on the area I am, it will go above 60fps but it doesn't remain at that framerate the entire time. Basically my framerate is super inconsistent and I have no idea why. I mean, my specs are decent enough I would think. I'm not running any performance intensive mods like Verdant or Pure Waters, etc. The heaviest mods I believe I'm using are my ENB, 2K Textures, ELFX, and SMIM. Beyond that I'm not using anything else that should be affecting my framerate like this. I've tried playing around with my settings and lowering my shadows to medium and it still doesn't help. I've cleaned all my files using LOOT, and sorted the modlist and these are my results. http://imgur.com/a/9lSMl As you can see, I have 0 errors, 0 warnings, etc. Everything is clean. So what should I do?

I have an almost identical system to yours and run a heavily modded game.

 

You MIGHT be experiencing the performance issue some get due to SMIM and ELFX.....i personally do not experience it but its a known issue inside interiors for some people. There is a fix.....

Aside from that make sure your windows is optimized. Minimal background programs, drivers and software up to date, virus and malware free, etc etc.

 

Dirty plugins would have absolutely nothing to do with FPS btw. I have a few dirty plugins in my load order at the moment. Some ITMs are needed.
