large number of seemingly unrelated issues

The game has suddenly started to break in several ways, and I have no idea what is causing them.

 

The first sign things were going wrong was when the FPS dropped to what I assume is ~20, and the game began to stutter constantly. I've ran the game just fine for years and I was already using the stutter remover and a number of .ini tweaks, none of which I've touched in several months. Loading an earlier save fixed it, but the problem quickly returned when I played further, making sure to do completely different quests etc. I spent a while digging through solutions that worked for other people but none of them fixed it.

 

So, I started a new game and it ran fine... until I got too far in the playthrough (around level 18) and the same problem arose. I tried fixing it again but nothing worked so I decided to just give up and accept it, seeing as it wasn't completely unplayable. Unfortunately several other issues arose soon after:

 

-Halfway through a shootout with some Legion assassins my AP refused to regenerate at all. This continued for the few minutes I tried to press onwards but was fixed by loading a save before the issue arose.

-Cases where NPCs are supposed to initiate dialogue (e.g the guard at Nellis AFB) rarely work, so I have to teleport the NPC in question to myself and manually talk to them.

-Many NPCs are in unusual places and I've encountered NPCs that are in the files but not meant to be in the game, e.g Doctor Barrows from FO3 was in Freeside.

-Sometimes NPCs will randomly declare me an enemy- I walked into the McCarren terminal building and every NCR soldier started shooting at me after a minute or so. Twice.

-Having completed the Debt Collector quest Lady Jane was still in Freeside for whatever reason, stood in front of the meat vendor. I was unable to initiate dialogue but trying to talk to her would zoom in the camera, remove 200 caps and hire Orris (part of the quest I was currently doing). Orris was seemingly as confused as I was, seeing as he'd immediately run over to her, stare at her and repeat this every time I teleported him away. Loaded an earlier save and hired him the correct way and he again decided to go and stare at her. He does this every time.

-The low FPS/lag never went away.

 

If any of you know what's causing any of these things I'd greatly appreciate some help.

That is very strange strange set of symptoms. Suggest you start with the "Fallout NV Mod Conflict troubleshooting Guide" checklist and see if anything suggests itself to you. For instance, did you update to Windows 10 around the time all of this started?

 

It's always useful to post your "load order" (LO) (in "Spoiler" tags. Use the "Special BBCode" button in the "Reply" menu bar). LOOT can copy your LO into a file suitable for posting here. (It's under the ":" with three dots to the extreme right in it's menu bar.)

Looked through the troubleshooting guide and changed the FPS clamp setting and dismissed my companion, but the performance issues are still there. Haven't made any major changes to my system in the last few months.

I count 143 plugins, assuming they are all active. Strange symptoms usually start occurring when you have too many plugins active. This number varies, but usually shows up between 130-140. You might try temporarily disabling some until you get down to around 130 and see if that doesn't resolve those problems. Don't expect it to affect your FPS, though.

 

If reducing the number of active plugins works, then look into "merging plugins". You have a number of candidates. See the wiki aritcle "Merged Plugin Guidelines for Personal Use" for some suggests on how to keep this simple.

 

I also note you do not have a "merged patch" or "bashed patch" file. That is covered in the "Troubleshooting Guide". One of those will also reduce the number of active plugins.

 

You have a couple of "lighting" mods. This is one of those graphics areas that can impact a game's FPS unexpectedly. Trying using just one.

 

That you are suddenly encountering low FPS and strange behavior after a certain point in the game suggests you are encountering some event in game that is causing the problem. Try to pin down when that happens.

 

One possibility is that your save game is becoming corrupted. That an earlier save doesn't have the problem supports this possibility. See the "Troubleshooting Guide" entry on "Fast Travel" CTDs.

 

Things like NPCs don't magically appear in the game. They get there due to some mod. You can identify the mod they come from the same way you identify the source of an item. See the "Issue: Find the source mod of an item in-game" entry in the "Troubleshooting Guide" for instructions.

I believed I've tracked down the cause of the performance issues. Turns out the CaliberX patches were the cause of similar issues for several people, but it was supposedly fixed in the last update. Going to assume it was responsible for my problems as my melee build was the only one out of my last three to not suffer this problem. Moving to the new version sadly hasn't improved my current playthrough, but I'm just going to hope for the best and start over.

If you are going to start over, I suggest rather than "hope for the best", you build for the best instead. Which means installing and testing your mods thoroughly before installing the next one, and then repeat for each mod you add. Get a stable game before you try to play. See both the "First Timer Advice" and the "Towards Game Stability" (especially in view of the CaliberX update) sub-topics in the wiki article "FNV General Mod Use Advice".
