It's explained somewhat in Morrowind; Tribunal that they are native to the Imperial Province, and that King Helseth brought a tribe from there for his own personal army... Which kinda backfires when you kill them all, but eh. Anyway, i can't exactly remember there involvement in Arena, but considering how much has changed since then (Daemons becomming Daedra, for instance) i'd be more inclined to say that the Morrowind information is correct.
