Moraelin
Well, I'm probably missing something obvious, but the scenario is like this: So I get to the point where I have to make a raider outpost in the Commonwealth. I choose Zimonja, because, eh, it's just some other raiders there, so no big loss in replacing a bunch of psychos with at least some psychos I control. I also choose the Operators, as the least bad option. I meet with the gang outside Zimonja, shoot up the place, drag the corpses out of the cell (I don't like corpses stinking up my settlements,) use the workbench. And now when I go under the "Raider" category to place a raider banner, well, all three are greyed out. I have the materials, but it doesn't seem to help. I can go TGM and place one, which will finish the quest, but will bork the settlement and the rest of the quest line. See, the banner disappears as soon as I leave the cell, the settlement now apparently can't extort anyone, and when the quest comes to defend it from other raiders, I can't talk to anyone to start it. WTH? I tried talking to the gang leader back in Nuka World, but she only has the usual radiant quests for me... As I was saying, I'm probably missing something obvious, but... help, please? mkborgelt13
I chose unpopulated Zimonja too, and now I can't go into my own house at Sanctuary without getting shot at. I read your title and thought you meant you couldn't access the menu, which is also a problem I had, and fixed. I have no clue about your issue, though. :(How many parks did you give to the operators?
Moraelin
I went 2/2/1 between the operators, pack and disciples.
mkborgelt13
Hm, similar to me, except Pack is on the bottom. Honestly, I think you may be better off. As a consequence of placing a flag, I have an unkillable Preston patrolling Sanctuary who open-fires on me, and helps himself to stuff I have been stockpiling for 168+ hours. Moraelin
Well, I guess it depends on which perks you want the most. I guess I would take Operators and Disciples too, if I were playing a stealth and Blitz character.
Deleted35607895User
Had to Godmode the flag, which worked. But like you, also had the trouble of the second part of the quest firing off. Had to console command the quest to move to the next stage, which it did. Completed the three needed and moved on nicely after that, but the flags still won't craft unless I am in Godmode. Pro-tip I guess, but you need to move your companions to a settlement by themselves unless they love you being a raider PRIOR to doing stuff. I wonder what Cait would think. Probably love it. Bethesda ought to have put in a conversation for those other companions that causes them to leave to one of the main settlements you cannot really attack as a raider.
