Does Skyrim's Bandit Population Outnumber Citizen Population?

What bugs ME most about bandits, is every single one ALWAYS thinks I'm lost.

 

Even more curious is having my housekarl ask me if I'm lost when I come home...

 

As to the topic: Yes, there really is curiously high number of bandits in Skyrim. But it's the Forsworn that weird me out even more. There are silly number of them buggers in the hills. Why wont they just band together and march in to Markarth and kick everyone else out. They outnumber people living there 10 to 1. Heck, they outnumber people living in all the cities combined by at least 2 to 1.

These things remind me that if i ever make a game of this genre in future, i would implement a fear stat. based on your equipment and past deeds, fear should affect the success of intimidation, and how (or if) intlligent npcs choose to engage you. i'd add temporary massive increases for killing people infront of their friends, and in general try to make bandits behave more like they ought to. Against the dragonborn, i'd expect most bandits to run away screaming after you cut through a few of them.

Well, maybe it seems like there's a lot of bandits because they respawn, unlike townies, of course. There are one bandit tower that seem to always fully occupied by bandits everytime I passed the place, even if I've cleared it before.
