Fallout Mod Manager Broken?

Is FOMM broken now? I keep getting this error on startup, and actually if you look at the comment section a lot of people are posting the same thing, so it seems recent-ish.

 

One problem I see with this is I DONT have Windows NT, I have Windows 7 Pro 64 bit.

I had it installed, but Nexus Mod Manager didnt want to install FOMOD files so I did uninstall it, and reinstalled FOMM but I still get this .

I don't know if you fixed this but I guess its worth mentioning this for others who have this problem, go to the Install Info folder in the games directory and delete the .xml file if that doesn't work delete the whole folder, found this info from a quick google search but nexus wont let me post the link so if you want more info google it. I believe that the problem is that FOMM is outdated n not compatible to the current NET frame im in 2 version 3.5 ps something n version 4. that i just updated last moth .SECOND mayb since NEXUS MOD MANAGER is changing the way mod or should say mod load orders, the old FOMM dont get authorization to load or it could be look as a problem cause is to outdated that it dont function right but thats my guess n opinion.
