Recently, I used TES5Edit to clean up some ITMs and deleted references from my Update file (yeah), to see if I could stop some crashes that were happening in my game. I found that this didn't fix it, and I later found that the cause of these CTDs were my headtracking mod. When I went back into my game, after I fixed the CTD problem, I found that I could not shield bash at all, even though enemies could. I still could bow bash though. I tried re-verifying my game files through steam, and it said that 2 files failed to respond and would be fixed. This caused my Update.esm to once again show that it contained ITMs and deleted references through LOOT (the same amount as before). I instead didn't clean them, and went back to my game. I still could not shieldbash though. Any help?

Also, I created a new save, and shield bashing appeared to work fine on that one, so possibly it is a mod I removed that is causing the problem, as my previous saves say that I may have.

 

I don't particularly have any recollection of doing so though.

You might want to try fixing the load order manually with more then 75 plugins LOOT starts to make a disaster:

#03: Game Structure and/or UI Mods:
#04: Character Appearance Mods (For NPCs and Self);

#06: Mods that Add and/or Change Items;
#07: Mods that Add NPCs;
#08: Texture Mods;
#09: Environmental Mods (things like Climates of Tamriel, Sounds of Skyrim, etc.);
#10: Mods with Gameplay Changes; Then,
#11: Reproccers, AV, and Bashed Patches.
* Note: Some follower mods do add new locations. For example, the Arissa mod adds a new cave as part of her quest line. In cases like this, Arissa, and any follower mod that adds a new location, would be placed in your load order along with anything that adds or changes a location, and NOT with mods that add NPCs.
