Porting assets is where the issue is, otherwise we wouldn't have many of the mods we currently have that are not exclusive to fallout series. Whether or not a hand made outfit based on copyrighted material would be acceptable depends entirely on how close you make it to the original, what you name it, etc. The closer you get to the original, the closer you get to infringing on an individual or corporation's rights. Nexus has a strict policy against infringement, so it is best to keep creations moderately vague. Still, most hand made items will pass the test if history has taught anything. To expand on my earlier post, there's nothing to stop you importing assets into your game yourself if you know how, but the moment you attempt to distribute it to others is when you risk your mod being taken down and having your account temporarily barred, or even being banned completely. Nexus are strict on this because they have to be, otherwise they'd be seen to condone it, and you'd have people importing stuff left and right, which would put the entire site at risk for allowing copyright violations.Read the Nexus TOS to understand it better. I'm not sure you understand the difference between taking the existing art from another game, and creating new art for Fallout. But mods are about creating new art. If you re-read my post, you'll see that I never mentioned anything to do with money.You seem to be under the mistaken belief that as mods are free then it's perfectly acceptable to use copyrighted material. As previously mentioned, read the Nexus TOS. Even basic research into copyright laws will make this abundantly clear.Besides, it's not as if it's difficult to 'recreate' Snake in the game, using a combination of mods (like the one radiumskull kindly linked to) and making your player character look like him via the character creation.
