dubiousintent
Usually this is caused by a "missing master" problem. In this instance, you need to properly sort your load order. The DLC ESM files need to go before the "Pre-order Packs". The exact sequence for vanilla FNV is found here. Suggest you read the entire article in case there are other little things you need to know. -Dubious-
PandaStarr
Turned off all mods and tried to run the game vanilla. It doesn't even work. I guess I can't play NV.

RoyBatterian
Roll back your nvidia driver, they broke it a few versions ago. It's supposed to be fixed in the next release.

Purr4me
This has to be hardware specific as I am Unable to replicate a no run conditions even on an ACER laptop with the same drivers , all drivers provided work. But, one user I am helping has the same issue as this and we are not able to get the game to run in intel chipset while fo3 we used the bypass mod to enable that one. IF the Hardware drivers are found to be loading also in a dxdiag report ,intel will override external software in windows 10. we do not know why as of yet. Signature of the setup program might be the problem where windows is too darn aggressive.
