Under 12k polys(for the whole mesh). Beth themselves modeled something in Skyrim that is a whopping 15k polys and people used that for the most part as a "measuring stick".

 

The majority of the time you can make something really cool with just under 8k polys.

 

Learn about normal map baking. That's the key to making low poly models use high poly UV maps to give the illusion that they are high-def.
