Then I went to talk with Caesar and found Benny tied up. I left Caesar's compound, and the poker chip was removed from my inventory. So I am now locked into helping the Legion instead of the NCR? ModelV Posted December 6, 2011 Share Posted December 6, 2011 Here are your options from where you are currently at: To Help Legion: Do what Caesar says. To help Mr. House. Go back to the lucky 38 and talk then do what he says. To help NCR: After talking to House an NCR trooper will talk to you when you leave. Follow the note. To take over vegas yourself: Go back to the Tops(Benny is never in the lucky 38 you are thinking of the Tops.) search around benny's suite until you find a securitron named Yes Man. If you go too far down the NCR route, you lock yourself out of the Legion route. Similarly for the House route.
