Can't see magic effects

I'm not sure what I did, but I can't see magic effects anymore. All destruction magic effects are gone (flames, frost shards, shock particle effects), When I conjure a bound weapon it is invisible, my enchanted fire/shock weapon attacks don't show flames or lightning, etc. Is there any specific file or setting that controls this stuff? I disabled/uninstalled the few mods I was using, but the problem is still there.

It will open the character creation menu for you.

This command has somewhat unwanted results as it will remove your magical effects if the race is left unchanged.Once the race is changed,the player attributes will be mixed.

Or you somehow disabled particles. Messed with the config files?
